Using a WWAN module on an HP 8440p from Qualcomm requires proprietary firmware to be installed next to the so-called “gobi-loader”.

# apt-get install gobi-loader

Extract/Install the Driver with 7zip or similar. That’s rather weird stuff. Best is letting a Windows do it.
