It seems that Nokia did not deploy a tested version of it using Windows 7. If you try to install it it just tells that the os is not supported.
To handle that, right-click on the downloaded exe and select “troubleshoot compatibility” and click search. It then will point to Windows XP SP2 and you can start the program aka the installer. Install it and then set the installed exe to Windows XP SP3 compatible mode and start it.
